获取格式化程序使用的区域设置。
formatter格式化程序资源
type您可以选择有效的区域设置和实际区域设置（分别为 Locale::VALID_LOCALE，Locale::ACTUAL_LOCALE）。默认值为实际区域设置。
此格式化程序的区域设置，或在失败时为 false。
